Home Rehabilitation Programs

Community Action Agencies (CAA) in the United States are locally controlled organizations whose purpose is to reduce poverty and to help low-income people become self-sufficient. WSOS is a private, nonprofit Community Action Agency that provides services to income-eligible individuals and families of all ages. The following federal home rehabilitation programs are sponsored by the Ohio Department of Development and are available throughout the state. Contact the local CAC Office in your county (listed below) for more information and applications for these programs.

Community Housing Improvement Program (CHIP)

CHIP offers home rehabilitation and home repair services under the Community Action Agencies (CAA) in the United States for the following:

  • Home Rehabilitation – A combination of grant and deferred interest free loan. There are no payments until the sale or transfer of the home. Homeowners may qualify for up to $30,000 worth of repairs on their home.
     
  • Home Repair – All assistance is a grant that will never have to be repaid. Homeowners may qualify for up to $8,000 in repairs that need to be completed on their homes. This assistance is eligible to owner occupied homeowners, and typically covers one major repair:
    • Foundation repairs
    • Electrical repairs
    • Plumbing repairs
    • Window replacement
    • New roofs
    • New furnaces
    • Insulation
    • Siding repair

Home Weatherization Assistance Program (HWAP)

HWAP is a residential energy efficiency program that reduces the energy use of qualified households. Click here to view a HWAP Providers Map. The HWAP program is FREE to income-eligible households. Income level cannot exceed the stated income guidelines, and is based on last three months of income. At no cost, the household could receive:

  • Insulation- attic, floor, walls, pipes, ducts
  • Energy efficient light bulbs
  • Refrigerator
  • New energy efficient water measures (low flow shower heads, aerators, hot water heater blanket)
  • Consumer Education
